Emergency Health Services Federation Staff

The current Emergency Health Services Federation staff and assigned responsibilities are:

Executive Director (C. Steven Lyle) slyle@ehsf.org

Corporate and EMS administration; contract management; fiscal management; program audit and status reporting; personnel recruiting, training and supervision. Committee responsibilities: Board of Directors, Advisory Council. Lead role to serve the EMS organizations of our eight county region, and receive and process complaint investigations. Responsible for the EMS Service Survey; data analysis and system evaluation.

Director of Administrative Services (Catherine M. Spangler) cspang@ehsf.org

Corporate fund management; accounts payable, accounts receivable, and payroll; banking insurance and employee benefit program administration; produce payment requests and monthly cost reports for department of Health and financial reports for Board of Directors; EMSOF distribution; product inventory sales management, building maintenance and general purchasing. Completes Meeting Report and notices for the Advisory Council and Board of Directors.

Director of System Operations (Ernest S. Powell) epowell@ehsf.org

Responsible for daily operations including oversight of Ambulance licensure, special events, emergency medical dispatching program. Responsible for the management of the medical command process, EMS Strike Teams, Education & Certification processes.

Director of System Preparedness (Susan Dutko) sdutko@ehsf.org

Responsible for Portable Hospital Systems, Medical Supply Equipment Cache (MSEC) trailer, the planning of and utilization of these units through a planned or unplanned event, equipment maintenance and training and exercises.

Program Specialist (Rita F. DeFrancesco) ritad@ehsf.org

Responsible for Newsletter preparation, Department of Health correspondence tracking, EMSOF applications, and EHSF activities schedule. Assists with Public Information and award presentations. Assists in the Community Health Program requests. Daily entry of checks and deposit confirmation and logging of invoices received.

Program Coordinator (Michael Guerra) mguerra@ehsf.org

Approves continuing education courses, review new continuing education course applications, as well as proctors written exams. Visits new Basic and Advance certification courses and continuing education courses. Process reciprocity applications. Responsible for Public Information initiatives. Attends County EMS Council Meetings.

Program Coordinator (Jean L. Mackey) jmackey@ehsf.org

Processes continuing education rosters, certification materials, EMS Practitioner status reports. Assist continuing education sponsors as needed. Updates the Department of Health registry of EMS Provides, reinstatements, continuing education by endorsement assist with the con-ed approval process. Responsible for Public Information initiatives.

Program Coordinator (Megan A. Hollinger) meganh@ehsf.org

Coordinates EMS Agency licensure and inspections, is responsible for maintenance of preparedness equipment, data management, and assisting in the Voluntary Rescue Service Certification. Assists with special event planning.  Attends County EMS Council meetings.

Receptionist/Secretary (Sara L. Updike) supdike@ehsf.org

Handles all incoming and outgoing mail preparation; distributes all incoming mail, telephone and visitor reception; A/V scheduling and distribution. Updates mailing lists; maintains EMS patch orders and inventory. Assists with general clerical duties as needed.
