The Voluntary Rescue Recognition Program (VRSR) is a joint program between the Office of the State Fire Commissioner and the Department of Health Bureau of Emergency Medical Services. The program recognizing emergency services that can safely and efficiently perform rescue operations and met the standards as established by the two agencies to obtain VRSR.

The patient transfer of care form is required by the EMS Act and Rules and Regulations. The Department requires the primary care provider to provide a report with the receiving facility at the time of the patient's transfer of care. The report must be given verbally and in a written format. This form provides the minimum data elements required to be provided at the time of the patient's transfer of care.
The EHSF's Regional Communications Committee (RCC) consists of representation from each of the county public safety answering points (PSAPs) or 9-1-1 centers within the region. Together the PSAPs generated and approved the Regional Communications Committee Communications Manual to provide guidance to EMS dispatching and response.
