EHSF launched the C.O.R.E. (Compassionate Overdose Response Education) initiative in 2023 with funding awarded by York County through the Pennsylvania Opioid Misuse and Addiction Abatement Trust. As a result of receiving opioid settlement funding, we’ve had the opportunity to operate under the umbrella of the York Opioid Collaborative. This collaboration has allowed us to grow C.O.R.E. into a meaningful and effective program for overdose prevention, first responder education, and recovery support. Their commitment to connecting agencies across York County gave us the foundation to launch this program and taught us the value of true cross-sector collaboration!
Over the last two years, we’ve been able to grow meaningful partnerships with organizations like York Area United Fire and Rescue, Life Changing Pathways, and WellSpan Health. From opening fire stations to pilot our training, to engaging Certified Recovery Specialists who bring lived experience and empathy into the classroom, each partner has helped us reshape how first responders approach overdose calls - moving from a strictly clinical response to one grounded in compassion, education, and long-term connection.
With this strong foundation in York County, we hope to expand the C.O.R.E. initiative across the seven other counties we serve. Our mission is to support first responders with the tools they need to better understand substance use disorder, reduce stigma, and connect patients to recovery resources, ultimately strengthening the entire system of care.
